In the prequel, we took note of a couple of salient details on which premise I will continue now, as a sequel.
Psalms 2:1-6(KJV)
[1]Why do the heathen rage, and the people imagine a vain thing?
[2]The kings of the earth set themselves, and the rulers take counsel together, against the LORD, and against his anointed, saying,
[3]Let us break their bands asunder, and cast away their cords from us.
[4]He that sitteth in the heavens shall laugh: the Lord shall have them in derision.
[5]Then shall he speak unto them in his wrath, and vex them in his sore displeasure.
[6]Yet have I set my king upon my holy hill of Zion.
It is important to note that this same Psalm was quoted by the church led by the apostles in Acts 4. We will get more light checking this out.
After Peter and John healed the lame man and preached the gospel at Solomon's porch, they were arrested and afterwards threatened not to preach anymore in the name of Jesus. This followed:
Acts 4:23-28(KJV)
[23]And being let go, they went to their own company, and reported all that the chief priests and elders had said unto them.
[24]And when they heard that, they lifted up their voice to God with one accord, and said, Lord, thou art God, which hast made heaven, and earth, and the sea, and all that in them is:
[25]Who by the mouth of thy servant David hast said, WHY DID THE HEATHEN RAGE, AND THE PEOPLE IMAGINE VAIN THINGS?
[26]THE KINGS OF THE EARTH STOOD UP, AND THE RULERS WERE GATHERED TOGETHER AGAINST THE LORD, AND AGAINST HIS CHRIST.
[27]FOR OF A TRUTH AGAINST THY HOLY CHILD JESUS, WHOM THOU HAST ANOINTED, BOTH HEROD, AND PONTIUS PILATE, WITH THE GENTILES, AND THE PEOPLE OF ISRAEL, WERE GATHERED TOGETHER,
[28]FOR TO DO WHATSOEVER THY HAND AND THY COUNSEL DETERMINED BEFORE TO BE DONE.
Seen that?
So, the heathen refers to THE GENTILES and the people, THE PEOPLE OF ISRAEL (compare verses 25 and 27).
So, what defines the laughter of mockery in Psalm 2?
Two things.
First, THAT THEY WERE INADVERTENTLY (UNKNOWINGLY😁) WORKING ACCORDING TO HIS PLAN.
Acts 4:28(KJV)
For to do whatsoever thy hand and thy counsel determined before to be done.

1 Corinthians 2:6-8(KJV)
[6]Howbeit we speak wisdom among them that are perfect: yet not the wisdom of this world, nor of the princes of this world, that come to nought:
[7]But we speak the wisdom of God in a mystery, even the hidden wisdom, WHICH GOD ORDAINED BEFORE THE WORLD unto our glory:
[8]WHICH NONE OF THE PRINCES OF THIS WORLD KNEW: FOR HAD THEY KNOWN IT, THEY WOULD NOT HAVE CRUCIFIED THE LORD OF GLORY.
Paul explains further, with a quote from Isaiah 64:4.
1 Corinthians 2:9(KJV)
But as it is written, EYE hath not SEEN, nor EAR HEARD, neither have ENTERED into THE HEART OF MAN, the things which God hath prepared for them that love him.
You see that the princes of this world do not refer to demons, but MEN. Paul used the word MAN. These are the same influential folks the apostles mentioned that were party to Jesus' crucifixion.

Psalms 2:7-12(KJV)
[7]I will declare the decree: the LORD hath said unto me, THOU ART MY SON; THIS DAY HAVE I BEGOTTEN THEE.
[8]Ask of me, and I shall give thee the heathen for thine inheritance, and the uttermost parts of the earth for thy possession.
[9]Thou shalt break them with a rod of iron; thou shalt dash them in pieces like a potter's vessel.
[10]Be wise now therefore, O ye kings: be instructed, ye judges of the earth.
[11]Serve the LORD with fear, and rejoice with trembling.
[12]Kiss the Son, lest he be angry, and ye perish from the way, when his wrath is kindled but a little. Blessed are all they that put their trust in him.
Verse 7 was quoted by Paul:
Acts 13:32-33(KJV)
[32]And we declare unto you glad tidings, how that the promise which was made unto the fathers,
[33]God hath fulfilled the same unto us their children, IN THAT HE HATH RAISED UP JESUS AGAIN; as it is also written in the SECOND PSALM, THOU ART MY SON, THIS DAY HAVE I BEGOTTEN THEE.
This was a prophecy about the resurrection of Jesus.
Second, HE WOULD RAISE JESUS FROM THE DEAD.
The succeeding verses in Psalm 2 (including verse 8☺) are in reference to his resurrection—his subsequent victory.
So we conclude,
Who is the anointed in verse 2? JESUS.
Who would do the laughing to scorn? GOD.
Why? Because they were unknowingly working in accordance with his plan, and after they were done, he would raise up Jesus from the dead. This mockery was fulfilled upon his resurrection. That's why David, in his prophecy, called their insurrection A VAIN THING (verse 1), meaning a worthless thing; something that is in vain; hence, the mockery.
See that we do not even come into the picture, cuz this has been fulfilled already over 2000 years ago, before we were born.
Jesus is Lord.
